LAFAYETTE PARK IMPLEMENTATION ADVISORY BOARD
RULES OF PROCEDURES

ADOPTED MARCH 2, 2005

 

Article I

The name of the Board shall be the Lafayette Park Implementation Advisory Board as called for in the Lafayette Park Master Plan approved by the Planning

Commission of the City of St. Louis on May 5, 2004, hereafter referred to as “the Plan.”

Article II

It shall be the purpose of the Lafayette Park Implementation Advisory Board to monitor and oversee the implementation of the Plan, provide review of significant

modifications to the Plan, ensure that the intentions and goals of the Plan are achieved and keep the public informed of the progress of said implementation.

Article III

The responsibilities and Authority of the Lafayette Park Implementation Advisory Board are contained in the Plan.

Article IV

Board Membership Categories:

  1. Voting members – up to 9, to be appointed by the Director of Parks, Recreation and Forestry.  The membership should be representative of the following:

 

    • (2) Neighborhood Representatives
    • (1) Lafayette Park Conservancy
  • (1) Landscape Architect/Arborist/Ecologist/Horticulturist
  • (1) Planner/ Architect
  •  

X-officio members shall include:

  • Alderman of the 6th
  • (2) Park Department Representatives
  • Board of Public Service Representative

 

  1. Only members of the Board may participate in deliberations of the Board.

 

 

 

Article V

Officers

The officers for the Board shall consist of a Chair andVice-Chair/ Secretary and shall be elected annually at the third quarterly meeting by the voting membership of

the Board. Officers may serve consecutive terms without limitations.

Powers and Duties of the Officers

The Chair shall convene and conduct meetings, appoint committees, establish agenda items, work to accomplish the Board’s goals and serve to represent the interests

and consensus of the Board. The Vice-Chair/Secretary shall serve in the full capacity of the Chair when the Chair is not present or the office is vacant, shall aid the

Chair in assembling and accomplishing agenda items; and will keep the minutes of Board Meetings.

Article VI

Meetings

The Board shall meet at least quarterly and shall establish a tentative meeting schedule for the ensuing year.  Meetings of the Board shall be subject to formal notice

citing the agenda of the business to be covered and the time and place of the meeting.  Special meetings may be called by the Chair due to emergencies or unusual

circumstances. A majority of the Board may also call a special meeting of the Board.

Schedule and Administration

  1. It is public policy of this Board that meetings, records, votes, actions and

      deliberations of the Board shall be open to the public unless otherwise provided
by law; and that the Board shall comply with Sections 610.010 to 610.030, RSMo, the Sunshine Law, now existing or as hereafter amended.

  1. Members shall be notified at least ten days in advance of a meeting.
  2. The agenda of all meetings shall indicate all proposed action items.
  3. Notice of the date, time, place and agenda of any meeting of the Board or its

committees shall be posted at least 24 hours prior to any such meeting on, or
adjacent to the door of the Department of Parks, Recreation and Forestry building
at 5600 Clayton Avenue in Forest Park.

Article VII

Special and Joint Committees

Special and joint committees may be created by the Board from time to time for specific tasks.

 

 

Article VIII

Terms of Office

Pursuant to the Plan, members appointed by the Director of Parks, Recreation and Forestry shall hold office for four years (the exception being the original appointees

who were appointed to staggered terms).  The ex-officio members of the Board shall serve by virtue of the office they hold and their term of service ends

when they leave that office.

Attendance

The Board may recommend that an appointed member be replaced by the Director of Parks, Recreation and Forestry if:

  1. More than two meetings are missed in a twelve month period without explanation.
  2. More than 50% of the meetings are missed in a twelve month period.

 

Article IX

Quorum and Voting

A.  A majority of members shall constitute a quorum.
B.  The business of the Board may be transacted at any meeting where a quorum has been
      recorded and a majority of the members present vote to authorize action for the Board
C.  A roll call vote on any motion shall be taken and recorded at the request of any
      member.

Article X

Parliamentary Procedure

Robert’s Rules of Order shall govern the activities of the Board in all cases to which they are applicable insofar as they are consistent with these Rules of Procedure.

Article XI

Amendments

These Rules of Procedure may be amended by the Board after a thirty day public review and comment period.
